The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce. ## Role ID – HQ-AIRCOM-0001 ## Role Background This requirement addresses the need for proper accountability and management of Deployable Communication and Information Systems (D-CIS) currently deposited at the DACCC. At present, D-CIS systems are not fully recorded in any centralized logistics system. Certain components are owned by NCIA, while others were procured through NSPA. However, the D-CIS capabilities were delivered as complete systems, and individual components have not been systematically registered in any logistics system of record. As DACCC is now the designated user and responsible authority on behalf of ACO for managing this equipment, there is currently no clear guidance on which items should be recorded in which system. DACCC therefore requires expert support to: - Identify all equipment components; - Determine the appropriate system of record for each item; - Input and manage the data within the relevant systems. DACCC personnel do not possess the required system expertise. Additionally, only two of five authorized posts are currently occupied. During the last AIRCOM AI visit, related to the DACCC trial structure, it was agreed that, of the five posts currently identified in the Post Establishment (PE), three additional posts should be created to adequately manage all logistics tasks related to the Warehouse. Until additional posts can be covered by nations or converted into temporary civilian positions, contractor support is essential. ## Role Duties and Responsibilities - Identify and inventory all D-CIS-related equipment within DACCC facilities; - Determine the appropriate system of record (e.g., NDSS, NCIS) for each item; - Input all relevant data into the appropriate system; - Conduct physical inspections of warehouses and storage containers every two months; - Ensure all items are identified, labeled, and properly recorded; - Apply barcodes to all identified items and register them in the system; - Support the execution of a complete floor-to-book inventory; - Provide administrative and analytical support to the CSS Division in relation to the tasks described above, including the collection and consolidation of data, as well as the preparation of reports and inventories in compliance with NATO Financial Rules and ISPAS recommendations. Deliverables: - D-CIS-related equipment inventory shall be presented monthly by the Contractor to the CSS Division; - Detailed written reports of physical inspections conducted in warehouses and storage containers shall be submitted to the CSS Division by the Contractor; - A final written report shall be submitted by the Contractor to the CSS Division at the end of the performance period of the contract consisting of the following: - The number of equipment items identified, entered into systems, labeled, warehouse inspections completed, discrepancies resolved, and improvements in asset accountability. - Provide the final inventory status, including equipment accounted for, items still requiring identification, missing or unserviceable equipment, items needing further investigation, and equipment at deployed locations. - Inspection activities to include dates, warehouse conditions, storage compliance, labeling status, discrepancies found, and corrective actions taken. - Document challenges such as unidentified equipment. - Offer recommendations to improve inventory complete. - A complete floor-to-book inventory shall be submitted by the Contractor to the CSS Division at the end of the performance period of the contract.
