Job Summary: Clinical Informatics Tech plays a key role in optimizing the deployment and utilization of clinical informatics technology to enhance patient care at Asian Health Services.  Responsible for the evaluation, implementation, and administration of projects and systems that impact all clinical information systems. Requires ongoing collaboration with vendors as well as clinic staff. Essential Job Functions - Assist in the support of all aspects of evaluation, implementation, revisions, maintenance, administration, and training of all clinical informatics systems with internal staff, vendors, and the Clinical Operations team. - Practice Management System - Electronic Health Records System - Billing, scheduling, and reporting - Participate in building, developing, testing, and system deployment activities, such as template, order sets, macros, user interface builds/development/upgrades, etc. - Ensures optimal operation of Electronic Health Records (EHR) and Practice Management systems - Performs analysis and reporting on provider clinical patient population management indicators and registries - The task will include working with clinicians, Chronic Care assistant and other staff as appropriate to collect, analyze and report on various clinical indicators and or registries - Work with clinician customers, including the clinical workgroups, and other clinical stakeholders to ensure the data integrity of all clinical information systems - Create and maintain accurate organizational databases and registries reflective of organizational needs - Assists in the organization, procurement, and reporting of data related to internal and external audit regulations and compliance - Updates policies and procedures about the use of clinical information systems - Act as a liaison between the clinical departments and IT/IS, translating business processes into technical requirements - Participates in continued vendor and external system education to improve, assist and implement organizational upgrades, fixes, and enhancements - Participates in deploying continued software and hardware upgrades, training and continued education of all personnel and end-users to optimize EHR/PM functionality - In conjunction with the CIM, and/or CI team, meets and coordinates with the Operations team and various intra and inter-department /agencies and organizations at regular intervals for system assessments upgrade/changes/improvements - In conjunction with IS team participates in working with Clinical Operations team and organizational departments to review, analyze, and create workflow design and redesign to improve EHR/PM - Supports internal and external organization procurement of data, analysis of data and reporting of QI measures as directed by mandates of IS Director/Medical director - Provide proactive, timely, responsive level 2 support at all sites along with back up level 1 support - Level 1 support: support end-user who may have difficulty using/interacting with the system - Level 2 support: troubleshoot problems with the EPM/EHR system itself (i.e. system freezes, data is not saving, etc.) - Working with AHS departments to resolve customer issues and requests and is responsible for providing proactive, timely, and responsive level 2 vendor communication - Travels to various clinic sites, as needed, to provide support, training, setups and/or other necessary services - Collaborate with clinical staff in researching, developing, and selecting new technologies that will improve the clinical processes and workflow. These include but not limited to overseeing the adoption and effective use of technologies supporting Electronics Medical Records (i.e. PDAs, laptops, tablets). - Other duties as assigned General Agency/AHS Duties - Fosters an environment that promotes trust and cooperation among clients and staff. - Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented. - Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events. - Participates in general membership meetings, fundraisers, and other public events, as required. - Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested. - Attends AHS staff retreats and Board of Directors meetings, as required. - Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency. ## Minimum Qualifications - Some college or university and a minimum three to five years of technology and health care experience, with two years of their work experience in a health care setting; or equivalent combination of education and experience - Experience and understanding of clinical outcomes data and measurement recognized QI benchmarks, multi-disciplinary health care team models, and population management tools and models. - Commitment to public health care services and mission of the community health care clinics - Familiarity with the understanding of principles and practices of health care, health care systems, and medical administration ## Preferred Qualifications - Degree preferably in a computer-related field or healthcare-related field - Have experience in a nonprofit community health care center - EHR/EPM experience - At least three years of experience in community health centers.  Should be particularly knowledgeable in the areas of clinical operations - Experience in systems development and implementation - Experience/ability to analyze systems and practices, develop data collection systems to produce useful outcomes - Have at least three years of experience at a health care center including the understanding of principles and practices of health care, health care systems, and medical administration.
