As a trusted mission partner, the United States and its allies depend on us for critical information when it matters most. ## Role Description We are seeking a Senior Program Finance & Pricing Analyst with 5+ years of experience to lead financial execution, cost proposal development, and regulatory compliance for our growing aerospace programs. This role spans the entire program lifecycle: from constructing competitive, compliant labor and material bids to managing ongoing program baselines and execution. You will partner directly with Program Management, Engineering, Procurement, Manufacturing, and Operations leaders to track program milestones, analyze cost variances, and ensure strict compliance with government contracting standards. We need a robust, self-starting professional who can build and manage highly sophisticated financial models and complex data sets within a lean system. The ideal candidate will establish scalable workflows, audit-ready data structures, and prepare our project controls for a future migration to an advanced ERP system. ## Responsibilities - End-to-End Proposal Pricing: Build flexible, scratch-built labor pricing and cost models for complex engineering development and manufacturing proposals. Generate detailed Basis of Estimates (BOEs) and cost volumes. - Financial Tracking & Reporting: Prepare monthly and quarterly financial reviews, Estimate at Completion (EAC) updates, and Work Breakdown Structure (WBS) cost tracking. - Program Cost Monitoring & Variance Analysis: Monitor program cost and schedule performance using detailed metrics, identify variances, and drive corrective action plans with project teams. - Budgeting & Forecasting: Build and manage comprehensive program budgets, annual operating plans (AOP), and long-term financial forecasts. - Contract Vehicle Management: Lead the financial management of Firm-Fixed-Price (FFP), Cost-Plus (CPFF/CPAF/CPIF), and Time-and-Materials (T&M) contract structures, establishing clear metrics to track profitability, burn rates, and unliquidated obligations. - BOM & Hardware Planning: Partner with Supply Chain, Engineering, Procurement, and Manufacturing to conduct rigorous Bill of Materials (BOM) cost planning, monitoring hardware spend, material variances, and supplier cost inputs. - Schedule & Baseline Alignment: Integrate program budgets directly with Integrated Master Schedules (IMS) and technical milestones to build robust cash flow, revenue recognition, and resource forecasts. - EAC & Actuals Tracking: Generate monthly EACs, track actuals against budgets, and identify root causes for labor or material cost variances. - Compliance & Auditing: Ensure all estimating, pricing, and execution methodologies comply strictly with Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Cost Accounting Standards (CAS), internal financial controls, and support audit processes. - Finance Systems Optimization & Scaling: Manage current program finance tracking and advanced Excel data environments. Design, document, and transition these processes to prepare the company for a future advanced ERP implementation. - Cross-Functional Collaboration: Collaborate with technical and non-financial stakeholders to present complex financial data clearly and drive alignment across departments. Required Qualifications - Education: Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Engineering, or a related business field. - Experience: 5+ years of progressive program finance, cost control, or proposal pricing experience in the Aerospace & Defense industry. - Regulatory Expertise: Thorough working knowledge of FAR and DFARS provisions, particularly surrounding Truth in Negotiations Act (TINA) compliance, forward pricing rates, indirect rates, allowable costs, and preparation and submission of Disclosure Statements. - Contract Fluency: Proven mastery tracking and billing both fixed-price and cost-reimbursable contract vehicles. - Proposal Expertise: Proven experience pricing complex engineering development projects, handling both labor estimates and material/hardware forecasting, and developing a cost/price volume consistent with RFP requirements. - Technical Proficiencies: Mastery of Microsoft Excel (dynamic modeling, scenario analysis, macro-assisted sheets). Experience executing or adapting program finance workflows from QuickBooks Enterprise is highly preferred.
