The Senior Program Manager will provide strategic, analytical, and program leadership to support-wide strategic planning, program evaluation, performance measurement, business intelligence, enterprise reporting, and executive decision-making. This highly visible role requires an experienced professional who can independently take an ambiguous leadership or organizational question, determine which existing evidence is relevant, establish an analytical approach, synthesize and validate information from multiple sources, identify gaps and limitations, and translate findings into clear, defensible products for senior leadership. The position will work across existing administrative, scientific, financial, workforce, operational, programmatic, and evaluation information to identify progress, outcomes, accomplishments, risks, gaps, opportunities, and implications for organizational decision-making. The immediate and primary assignment is to lead day-to-day development of a comprehensive 10-year summary report covering the 2017-2027 Strategic Plan. Evidence of implementation and results is dispersed across OSI and NLM sources and was not organized through a single, systematic strategic-plan reporting process. The Senior Program Manager will establish the report's evidence framework; inventory, organize, and synthesize existing information; assess evidence quality and limitations; conduct appropriate analyses; and develop leadership-ready findings, visualizations, and narrative. The Senior Program Manager will work under OSI federal direction and collaborate with OSI staff and NLM Divisions, Offices, and Centers. This employee will lead the day-to-day analytical and production work, while OSI federal staff will establish strategic direction and retain responsibility for official institutional judgments, characterization of NLM's progress, and final approval of the report. Just as importantly, this person will help prepare for the next strategic plan by developing the systems, processes, and governance mechanisms needed to continuously measure progress and capture evidence throughout the life of the 2028-2032 strategic plan. Components may include an evidence and source catalog, goal-to-evidence crosswalks, structured repositories or data models, metadata and documentation standards, refresh and validation workflows, and reusable reports, dashboards, or query tools. This is a full-time opportunity supporting NLM in Bethesda, Maryland. The desired start date is immediately, subject to contract authorization and candidate availability, for a 12-month period of performance aligned with fiscal year 2027. Duties & Responsibilities - Serve as the day-to-day project and analytic lead, under OSI federal direction, for development of the 2017-2027 Strategic Plan Summary. - Develop and manage the report workplan, evidence framework, source inventory, goal- and objective-to-evidence crosswalk, analytical plan, outline, schedule, review process, and final production workflow. - Synthesize existing information from disparate administrative, scientific, financial, workforce, operational, programmatic, and evaluation sources; use existing evidence as the default and limit new data calls to targeted follow-up needed to validate or clarify information. - Organize and reconcile information across time periods, organizational units, systems, reports, spreadsheets, presentations, and other source formats, including differences in definitions, scope, provenance, and reported values. - Assess the quality, completeness, comparability, traceability, and strength of available evidence; document limitations, inconsistencies, unsupported claims, and gaps that affect interpretation. - Conduct quantitative, qualitative, and mixed-method synthesis appropriate to the available evidence, including trend analysis, cross-source comparison, portfolio analysis, document and content analysis, and descriptive assessment. - Develop executive-ready reports, dashboards, visualizations, briefing materials, and recommendations. - Translate lessons from the 2017–2027 assessment into recommendations for the next strategic planning cycle. - Proactively establish systems and processes for ongoing evidence collection, performance monitoring, data ownership, reporting, and strategic-plan progress reviews. - Manage multiple workstreams, schedules, milestones, risks, stakeholders, reviews, and deliverables. - Improve the organization, documentation, governance, and reuse of data supporting strategic planning and reporting. - Develop repeatable and, where practical, automated processes for analysis, dashboarding, and recurring reporting. - Collaborate with technical, scientific, analytical, operational, and executive stakeholders. ## Requirements - Bachelor's degree in data analytics, data science, statistics, public health, health informatics, evaluation, economics, public policy, business analytics, information science, management, or a related field. - 7+ years of progressively responsible experience in strategic planning, program management, program evaluation, performance measurement, business intelligence, data analytics, organizational analysis, or a related area. - Demonstrated experience leading complex strategic or analytical initiatives across multiple organizational units or stakeholder groups. - Ability to independently translate ambiguous leadership questions into analytical approaches, evidence requirements, findings, and executive-level recommendations. - Experience collecting, validating, integrating, and interpreting complex quantitative and qualitative information from multiple sources. - Experience developing performance measures, KPIs, evaluation frameworks, baselines, or monitoring approaches. - Experience with several analytical methods such as trend analysis, forecasting, benchmarking, portfolio analysis, scenario analysis, or ROI/value analysis. - Strong program and project management skills with experience managing multiple workstreams, schedules, risks, and deliverables. - Advanced proficiency with Microsoft Excel. - Experience with Power BI, Tableau, or comparable business intelligence and data visualization tools. - Practical experience with SQL, Python, R, or comparable analytical tools. - Excellent analytical writing, presentation, and executive communication skills.
