Job description
Why Socure? Socure is building the identity trust infrastructure for the digital economy — verifying 100% of good identities in real time and stopping fraud before it starts. The mission is big, the problems are complex, and the impact is felt by businesses, governments, and millions of people every day. We hire people who want that level of responsibility. People who move fast, think critically, act like owners, and care deeply about solving customer problems with precision. If you want predictability or narrow scope, this won’t be your place. If you want to help build the future of identity with a team that holds a high bar for itself — keep reading.
Job Overview Public-sector organizations are under pressure to deliver benefits and services to the right people while stopping fraud and improper payments. Socure’s Public Sector team brings trust infrastructure for identity, fraud, and risk intelligence to federal, state, local, education, and healthcare organizations, working alongside integrators, prime contractors, and technology partners to help them verify and serve the public with confidence. Socure is seeking a Director, Capture and Proposals, Public Sector to turn that mission into awards. Public-sector buying is won long before a proposal is due, and this role leads how we find, qualify, shape, and win opportunities across every segment. You will personally lead our most important pursuits while building the process, content engine, and team that make winning repeatable and scalable. You will combine strategic vision with hands-on execution: shaping opportunities before solicitation, structuring teaming and pricing, directing compliant and compelling proposals, and running a disciplined system (playbook, library, reviews, tooling) that turns individual bids into a predictable win engine.
Job Responsibilities:
- Lead the function: Run Socure’s capture and proposal operating model, including the capture lifecycle, stage gates, roles, tools, and metrics. Add capture managers, proposal managers, and writers as the business scales.
- Lead capture: Own the capture lifecycle on priority pursuits, from opportunity identification and qualification through pre-solicitation shaping, win strategy, teaming, solution and price-to-win, proposal, orals, and award.
- Run bid/no-bid discipline: Build a transparent qualification and bid/no-bid process with Sales, Finance, and the Head of Public Sector so we invest only where we can win.
- Shape before the RFP: Partner with Sales, Government Affairs, and the Head of Market Strategy to engage buyers early, respond to RFIs and sources-sought notices, and influence requirements and acquisition strategy.
- Direct and write proposals: Lead RFP, RFQ, RFI, task-order, grant, and cooperative-contract responses end to end, including compliance matrices, win themes, storyboards, color-team reviews, and production. Write and edit key sections and weave SME input into cohesive, persuasive narratives.
- Ensure compliance and quality: Make sure every submission meets solicitation requirements, procurement regulations, and Socure’s legal, security, and commercial standards, with Legal and GRC review built in.
- Manage knowledge: Maintain a proposal content library, past-performance and reference database, security answer bank, and reusable win themes, using technology and AI to increase speed and quality.
- Own the pursuit pipeline: Track opportunities, recompetes, and vehicles, and report probability-weighted capture status, resourcing, and win rate to the Head of Public Sector.
- Learn and improve: Run post-submission debriefs and win/loss reviews with buyers and partners, and turn lessons into process, content, and strategy improvements.
We're seeking someone with experience including:
- 10+ years in government capture and proposal leadership for technology, data, cybersecurity, identity, or software companies, with demonstrated wins across federal and/or state and local markets.
- Leading and scaling a capture and proposal function, including process, tooling, content library, and team.
- Leading capture for complex, competitive pursuits, including shaping, teaming, solution and price strategy, and orals; direct experience winning IDIQs, BPAs, GSA schedule awards, task orders, and state and local contracts.
- Leading and writing compliant, compelling RFx responses; strong command of Shipley, APMP, or equivalent methodology.
- Working knowledge of FAR/DFARS, state and local procurement rules, contract vehicles, and typical government evaluation criteria.
- Structuring teaming agreements and partner roles with primes, integrators, and resellers.
- Building trusted relationships with government program and procurement officials and ecosystem partners.
- Communicating technical and strategic concepts clearly to government customers and internal stakeholders.
- Managing deadlines and cross-functional stakeholders in a fast-paced, high-pressure environment.
- Exceptional writing and editing skills, with the ability to translate technical capabilities into persuasive narratives.
- An entrepreneurial mindset and a willingness to be hands-on in the work while leading.
You might thrive in this role if you:
- Get energy from building the system behind the wins, not just winning individual bids.
- Enjoy turning complex technical ideas into clear, persuasive writing.
- Like the challenge of shaping strategy for competitive government procurements.
- Work well across legal, product, engineering, finance, and sales teams to solve problems together.
- Stay calm and focused when juggling multiple deadlines.
- Take pride in producing polished, compliant documents that win.
- Naturally look for ways to make processes simpler, faster, and more effective, including with AI.
- See ambiguity as an opportunity to create structure and clarity.
- Care about mission impact and helping government agencies serve the public and reduce fraud responsibly.
Preferred
- APMP certification (Foundation, Practitioner, or Professional).
- Experience with identity verification, fraud, risk, or program-integrity solutions in government.
- Experience with proposal and capture tools (for example Loopio, Responsive, Qvidian, Salesforce, GovWin, or similar) and AI-assisted proposal workflows.
- Familiarity with pricing and cost-volume development for software and data services.
