Technical Program Operations Manager
Location: India Reports to: Sr. Manager, Technical Program & Project Management
Overview
We are seeking a Technical Program Operations Manager to own the operational governance, administration, automation, and optimization of the Technical Program Management (TPM) tool ecosystem, including Jira, Confluence, Tempo, ScriptRunner, and Asana.
This role partners with Technical Program Management, Product, Engineering, Finance, and Product Operations to improve tooling, data quality, reporting, capacity planning, and operational efficiency across the organization.
Key Responsibilities
Platform Ownership & Governance
- Own and administer Jira, Confluence, Tempo, ScriptRunner, Asana, and related integrations.
- Configure Jira workflows, issue types, permissions, custom fields, dashboards, filters, templates, and automation.
- Develop and maintain Confluence standards, templates, and information architecture.
- Manage Tempo rosters, time-tracking standards, and data quality.
- Establish TPM tooling standards, governance, SOPs, and user documentation.
- Manage intake, testing, communication, and rollout of platform and workflow changes.
- Conduct governance and access audits, including onboarding/offboarding.
Reporting & Analytics
- Maintain accurate Jira and Tempo data through recurring audits and backlog hygiene.
- Develop dashboards and executive reporting for CapEx, labor utilization, engineering capacity, resource allocation, portfolio health, and staffing.
- Analyze operational trends and provide recommendations to improve planning and forecasting.
- Support audit requirements with reliable operational data.
Capacity Planning & Operational Excellence
- Support quarterly and annual engineering capacity and resource planning.
- Maintain workforce, roster, and resource planning data.
- Partner with Finance and Engineering leadership to improve forecasting and reporting.
- Identify manual or repetitive processes and implement automation.
- Evaluate tools, integrations, add-ons, and platform capabilities to improve efficiency.
Stakeholder Enablement
- Develop onboarding materials, training, office hours, user guides, and support processes.
- Partner with TPM, Product, Engineering, Finance, and Product Operations teams.
- Support quarterly planning, portfolio reviews, governance forums, and executive reporting.
Qualifications
- Bachelor’s degree in information systems, Computer Science, Business, Engineering, or equivalent experience.
- 5+ years of experience administering Jira and Confluence in a technology/SaaS environment.
- Hands-on experience with Jira, Confluence, Tempo, Script Runner, and Asana.
- Strong knowledge of Jira workflows, permissions, automation, reporting, and administration.
- Experience with workflow automation, APIs, webhooks, scripting, or low-code automation.
- Advanced Excel skills and experience with SQL, Tableau, Sigma, or similar analytics tools.
- Experience building operational dashboards and reporting.
- Experience supporting TPM, PMO, or Engineering Operations teams.
- Knowledge of Agile methodologies, portfolio management, capacity planning, and software capitalization (CapEx).
- Experience working with globally distributed teams and US-based stakeholders across time zones.
- Strong analytical, organizational, communication, and problem-solving skills.
- Atlassian certifications are preferred.
