Job description

i360technologies is seeking a Project Manager (also referred to as PMO Lead) to lead a Strategic Portfolio Management (SPM) engagement supporting a Federal Government Agency on its Financial Technology Optimization and Alignment (FTOA) program.

This role is ideal for a senior program manager with federal financial management experience who is comfortable serving as the single point of contact between the contractor team and government stakeholders. Day to day, this person will lead a team of Business Analysts, own governance and status reporting, and drive the SPM roadmap from assessment through implementation. The position is remote/contractor-facility based with no on-site requirement, though occasional government facility access may be needed.

What You Will Do

  • Serve as the primary interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), and government Program Manager
  • Develop and maintain the Project Management Plan (PMP): scope, schedule, milestones, communications, risk management, quality control, resource allocation
  • Lead support to the agency's OCFO Governance Board, including briefings, decision papers, meeting materials, and action item/risk tracking
  • Support weekly and monthly status reporting covering accomplishments, upcoming activities, risks, issues, and performance metrics
  • Oversee Current State Assessment activities: system inventory, Total Cost of Ownership (TCO) baselining, data flow/interface documentation
  • Guide Organizational Change Management (OCM) and communications strategy across implementation, cutover, go-live, and sustainment

Required Qualifications

  • 10+ years of overall management experience, with relevant experience within the last 5 years
  • Bachelor's degree in Program Management, Business, Finance/Accounting, or a related field (PMP certification may substitute for the degree)
  • Demonstrated experience managing federal financial management, IT modernization, or portfolio management engagements
  • Strong track record leading multi-stakeholder engagements across government program offices, IT, and business divisions
  • Excellent written and verbal communication skills, including experience briefing senior government stakeholders

Preferred Experience

  • Prior experience supporting a federal CFO/OCFO organization
  • Hands-on experience operating under OMB Circular A-123, OMB Circular A-130, FFMIA, FISMA, or FITARA — able to describe how the framework shaped a program's governance, not just familiarity with the name
  • Experience with Strategic Portfolio Management (SPM) frameworks, IT financial governance, or Oracle EBS-based federal financial systems

What Success Looks Like

  • Monthly status reports delivered on time and accepted with minimal rework (target: 95% on-time delivery)
  • Current State Assessment Report and SPM Implementation Roadmap accepted with at least 95% accuracy and completeness
  • Strong government stakeholder satisfaction, with service ratings of 4 or 5 on annual customer satisfaction surveys
