Volkswagen has committed up to $5.8 billion, and the structure is deliberately staged: an initial $1 billion (via a convertible note), $1.3 billion of equity at closing, and up to $3.5 billion more tied to hitting defined milestones through 2027. The money flows only as the work lands.
